Allow the bulk import tool to create pursuits for opportunities not available on GovTribe.

Right now any Pursuits that aren't available on GovTribe (like vehicle opportunities or forecasts) have to be manually created which is tedious. The bulk import should allow for this information to be imported.

This would be information like:

Description

Federal Person

Agency

Set Aside

Potential Value

Win Probability
